Statement of Work (SOW) / Performance Work Statement (PWS)

This project involves the redesign and upgrade of existing exterior signage, wayfinding, and traffic regulatory signage at the West Palm Beach VA Medical Center.

• Installation and delivery of services for exterior signage and wayfinding.

• Includes electrical connections for illuminated signs, requiring shop drawings prepared by a Florida Licensed Structural Engineer for VA approval.

• Sign footing dimensions to be calculated by a licensed Florida structural engineer and submitted in shop drawing format for VA approval.

• Contractor is responsible for providing locations of equipment and cabling associated with the new signage.

• Contractor must maintain a clean environment during installation and remove all remaining materials upon completion.

• Adherence to all codes, standards, and regulations is required.

• Patching/painting/caulking around new devices or damaged areas is the contractor's responsibility.

• Protection of existing structures, equipment, and vegetation is required.

• Contractor is responsible for repairing or replacing any damaged property due to negligence.

• The work is to be completed within 270 calendar days or less from the date of award.

• Working hours are Monday through Friday, 8 am to 6 pm, unless otherwise approved.

• After-hours work may be necessary and must be coordinated with the COR, with no additional funding available.

• A kickoff meeting is required before commencing work.

• Scheduling: Contractor must submit a schedule and phasing plan, updated weekly, with a two-week notice for any changes.

• Reporting: Monthly written progress reports are required, due by the second workday of each month. Progress meetings will be held to discuss work progress.

• Safety: Personnel require OSHA-approved training. An Activity Hazard Analysis and Accident Prevention Plan must be submitted. Adherence to COVID precautions is required.

• Infection Control: Interim Life Safety Measures (ILSM) and Infection Control Risk Assessments (ICRA) are required, with specific procedures for interior construction space exhaust if external venting is not possible.

• Asbestos: Pre-construction asbestos surveys are required if ACM is suspected. Compliance with EPA, OSHA, state, and local asbestos regulations is mandatory.

• Security: Determination of classified/unclassified information in work areas is required. A Facility Clearance Level (FCL) may be required for access to classified information.

• Government Furnished Information: Record drawings will be provided upon request.

• VA Standards: All designs must comply with applicable VA standards and publications.

• Confidentiality: All deliverables are the property of the U.S. Government. No information shall be released by the contractor without CO approval.
