The project is divided into five phases, including the setup and decommissioning of a temporary mobile SPS unit. The contractor is responsible for the removal, storage, and reinstallation of existing SPS equipment (excluding the existing Cart Washer). Mandatory use of the VISN 2 Autodesk Build Construction management platform (ACC) is required for all contract submissions and correspondence.
Contract Details
This is a Firm-Fixed-Price contract with an estimated magnitude of construction between $1,000,000 and $5,000,000. The period of performance is 550 calendar days from the Notice to Proceed, comprising 120 days for submittals and 430 days for construction.
Submission Requirements
All bids must be submitted electronically via email to terry.fraser@va.gov and timestamped by May 26, 2026, at 2:00 PM EST. The bid opening will occur on May 26, 2026, at 2:15 PM EST via Microsoft Teams conference call (details provided in the solicitation). Required documents include a bid bond (if bid exceeds $150,000), acknowledgment of all amendments, a completed FAR 52.225-2 Buy American Certificate, and a completed VAAR 852.219-75 VA Notice of Limitations in Subcontractors Compliance Certificate. Bidders must also be verified/certified as SDVOSB on the SBA Dynamic Small Business Search and provide proof of VETS 4212 Federal Contractor Reporting. Bids offering less than 120 calendar days for Government acceptance will be rejected.
