Quick Summary

The Department of Veterans Affairs (VA) is soliciting bids for the Repair SPS Deficiencies Project (528A7-19-720) at the Syracuse VA Medical Center in Syracuse, NY. This project involves comprehensive renovation and upgrade of the Sterile Processing Service (SPS) department. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Bids are due May 26, 2026, at 2:00 PM EST.

Scope of Work

The contractor will provide all necessary professional construction services to repair and upgrade the existing SPS area to meet ISO 9001:2015 standards and VA directives. Key tasks include repairing/replacing noncompliant ceilings, floors, and walls; separating the cleaning scopes area from the preparation assembly area; maintaining pressure differentials; installing a pass-through window; relocating endoscope processing; constructing a cool-down room; and installing automated doors. The project is divided into five phases, including the setup and decommissioning of a temporary mobile SPS unit. The contractor is responsible for the removal, storage, and reinstallation of existing SPS equipment (excluding the existing Cart Washer). Mandatory use of the VISN 2 Autodesk Build Construction management platform (ACC) is required for all contract submissions and correspondence.

Contract Details

This is a Firm-Fixed-Price contract with an estimated magnitude of construction between $1,000,000 and $5,000,000. The period of performance is 550 calendar days from the Notice to Proceed, comprising 120 days for submittals and 430 days for construction.

Submission Requirements

All bids must be submitted electronically via email to terry.fraser@va.gov and timestamped by May 26, 2026, at 2:00 PM EST. The bid opening will occur on May 26, 2026, at 2:15 PM EST via Microsoft Teams conference call (details provided in the solicitation). Required documents include a bid bond (if bid exceeds $150,000), acknowledgment of all amendments, a completed FAR 52.225-2 Buy American Certificate, and a completed VAAR 852.219-75 VA Notice of Limitations in Subcontractors Compliance Certificate. Bidders must also be verified/certified as SDVOSB on the SBA Dynamic Small Business Search and provide proof of VETS 4212 Federal Contractor Reporting. Bids offering less than 120 calendar days for Government acceptance will be rejected.

Eligibility & Set-Aside

This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The applicable NAICS Code is 236220 (Commercial and Institutional Building Construction) with a small business standard of $45.0 Million. Offerors must be registered in SAM.gov and verified as an SDVOSB in the SBA Small Business Search at the time of bid submission and prior to award. Important Notes

Bidders are reminded that New York State sales tax for materials incorporated into VA real estate is exempt, and bids should reflect this. Numerous drawings and specifications are attached, detailing architectural, mechanical, plumbing, fire protection, and electrical requirements, including a five-phase construction schedule and details for a temporary mobile SPS unit. RFI responses have clarified aspects such as laydown areas, parking, and equipment handling.
