  • Performing multiple concrete repairs on site sidewalks. All work must comply with Architectural Barriers Act Accessibility Standards (ABAAS) and VA Barrier Free Design Guidelines.

Submission & Evaluation

This is a Two-Phase Design-Build procurement.

  • Phase One: Proposals will be evaluated on Technical Approach, Experience, and Past Performance. Pricing is not required for Phase One. Selected offerors will be invited to Phase Two (no more than five).
  • Phase Two: Selected offerors will submit technical and price proposals, evaluated on Technical Solution, Project Schedule, Key Personnel, and Price. Proposals must be submitted via email to angela.frost2@va.gov. Technical Questions Cut-off Date: April 7, 2026, at 10:00 AM CT. Past Performance Questionnaires from references are also due by April 7, 2026, at 10:00 AM CT, submitted directly to the Contracting Officer.

Key Requirements & Attachments

Offerors must submit a Certificate of Compliance for Limitations on Subcontracting (VAAR 852.219-75), which is mandatory for eligibility. Other critical requirements include:
