Submission & Evaluation

- Phase Two: Selected offerors will submit technical and price proposals, evaluated on Technical Solution, Project Schedule, Key Personnel, and Price. Proposals must be submitted via email to angela.frost2@va.gov. Technical Questions Cut-off Date: April 7, 2026, at 10:00 AM CT. Past Performance Questionnaires from references are also due by April 7, 2026, at 10:00 AM CT, submitted directly to the Contracting Officer.
