Quick Summary

The Department of Veterans Affairs (VA), specifically the NETWORK CONTRACT OFFICE 10 (36C250), is soliciting bids for the "Remodel A2South to Cancer Clinic" project (Project Number 553-21-100) at the VA John D. Dingell VA Medical Center in Detroit, MI. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The project involves extensive renovation to create a new cancer clinic and associated facilities. Proposals are due May 27, 2026, at 13:00 EDT.

Scope of Work

This project entails the renovation of approximately 22,000 sq. ft. of an existing inpatient ward on the second floor, zone 1, to establish a new cancer clinic, including a dedicated compounding pharmacy. Additionally, a portion of the second floor, zone 2, will be renovated for new offices and to relocate the women's locker room. The scope extends to work on interstitial floors, mechanical rooms, and the roof. Key tasks include gutting existing spaces, installing new flooring, walls, ceilings, manufactured and custom casework, specialty items, patient lifts, and structural steel. Extensive updates to mechanical, electrical, plumbing, medical gas, HVAC, lighting, data, nurse call, real-time location systems (RTLS), surveillance, and fire alarm systems are required, including the replacement of an air handling unit and installation of a second dedicated unit for the pharmacy.

Bidding materials are exclusively available on SAM.gov, and bids must be submitted via authorized means, not email or fax. Offerors must acknowledge all amendments.

Clarifications address sole-source vendors (SwissLog for pneumatic tubes, Rauland-Borg for nurse call), RTLS scope, temporary fire protection, and seismic restraints. Bidders must review all addenda and RFI responses, especially Addendum 1 and 2, which detail numerous drawing and specification revisions.
