Scope of Work
This opportunity requires comprehensive civil/structural engineering services, encompassing architectural, civil, structural, mechanical, electrical, and environmental disciplines. Services include field investigations, topographic surveys, geotechnical analysis, environmental and hazardous material surveys, schematic design, design development, value engineering, cost estimating, and preparation of specifications and construction contract documents. Projects will involve site development, utilities (water, sewer, storm water), pavements, foundations, concrete, masonry, and steel structures for Hurlburt Field and other Air Force Special Operation Command facilities worldwide. Designs must be provided in AUTOCAD 2021-compatible format & ArcGIS 10.1 or higher, with specifications in Microsoft Office products.

Evaluation Factors
Selection will be based on SF 330 submissions, with equal importance on primary factors 1-4, and descending importance for sub-factors 5-6:
- Professional/educational qualifications of key personnel and proposed project team across all required A-E disciplines, including CADD capabilities.
- Specialized experience and technical competence in design on Air Force or DoD IDIQ contracts, covering design, investigation, and planning services, with emphasis on energy conservation and waste reduction.
- Professional capacity to accomplish work within required timeframes and budget, considering current workload.
- Past performance on Government and private industry contracts (cost control, quality, schedule compliance), including quality control/assurance programs and CPARS.
- Location in the general geographical area, with special emphasis on firms within 150 miles of Hurlburt Field AFB, FL.
- Inclusion of a specific statement in SF 330 Section H regarding DoD fees awarded in the preceding 12 months.
Submission Requirements
