Quick Summary

The U.S. Air Force (AFLCMC/WID) has issued a Request for Proposal (RFP) for Thailand AT-6 Spares and Training to support the Royal Thai Air Force (RTAF) under a Building Partner Capacity (BPC) program. This is an 8(a) Set-Aside opportunity with an estimated value of $600K. Award will be based on a Lowest Price Technically Acceptable (LPTA) source selection. Proposals are due June 18, 2026.

Purpose & Scope

This program directly supports seven (7) AT-6 aircraft of the RTAF, aiming to enhance U.S. joint force interoperability and increase operational access to geographically important airfields in Thailand. The scope includes the procurement, shipment, and delivery of specific defense articles and associated training, with delivery of items required no later than September 30, 2027.

Key Requirements & Deliverables

The contractor will provide specific defense articles as detailed in the Bill of Materials (BOM), including:

  • TNR2x ROVER Handheld Transceivers (2 units) with OCONUS User Training.
  • MX15-D Purge Kits (2 units).
  • Storage Room Dehumidifiers (2 units, 250 sq ft capacity).
  • AT-6 Tow Bars (10 units).
  • AERONet/MX-15D Tactics, Techniques and Procedures Mobile Training Team (TTP MTT) in Thailand.
  • Transportation of all required items to RTAF Wing 41, Chiang Mai, Thailand. An optional CLIN for a Cockpit Digital Video Recorder (CDVR) is also included. The effort also requires comprehensive program management, monthly status reports, an Integrated Master Schedule (IMS), and compliance with export/import regulations. Data deliverables, including Integrated Program Management Reports (IPMR), Status Reports, and Presentation Materials, must be submitted via MEARS.

Submission & Evaluation

Proposals must be submitted digitally in four volumes: Executive Summary, Technical Proposal, Price Proposal, and Model Contract Documentation. Proposals are due by June 18, 2026, at 03:59 AM UTC. Evaluation will follow an LPTA approach. Technical proposals will be assessed on a pass/fail basis, focusing on Bill of Material Compliance and Delivery Schedule Approach. Price proposals will be evaluated for completeness, reasonableness, and Total Evaluated Price (TEP).
