Amendment / Modification

• This amendment (0001) to RFQ No. 19JA8026Q0019 replaces the original RFQ in its entirety with an updated version.

• The updated RFQ includes price lists for five years (base year plus four option years).

• The changes are specifically limited to the price lists found in Section B.3.3 through Section B.3.8, covering pages 4 through 16 of the RFQ.

• No other sections of the RFQ have been altered.

This Request for Quotations (RFQ) is for Bathroom Restoration Services at the U.S. Embassy Tokyo. The government intends to award an indefinite-delivery, indefinite-quantity (IDIQ) type contract to the responsible company submitting an acceptable quote at the lowest price. Discussions may be held if needed, but the award will be based on initial quotations if possible.

The scope of work includes furnishing all labor, material, and equipment for branch piping repair services and associated refinishing services in bathrooms, powder rooms, and laundry rooms within the U.S. Government Apartment Compound (Mitsui Housing Compound, MHC). This involves replacing deteriorated valves, piping, and fittings for Domestic Hot Water Supply and Cold-Water Supply, as well as vent pipes. Post-repair work includes installing new bathtubs, lavatory cabinets, countertops, wall panels, and floor tiles.

• Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ)

• Period of Performance: One base year with four one-year options.

• Minimum Guarantee: $10,000 (or equivalent in Japanese Yen) for the effective contract year.

• Maximum Amount: $345,000 (or equivalent in Japanese Yen) for the effective contract year.

• Performance Period: Work to begin within three (3) working days after receipt of Task Order.

• Pre-quotation Conference and Site Visit: Tuesday, March 31, 2026, 10:00 AM - 12:00 PM JST. RSVP required by March 27, 2026, 3:00 PM JST.

• Questions Deadline: Friday, April 3, 2026, 12:00 PM JST via email.

• Quotations Due: Tuesday, April 14, 2026, 11:00 AM JST via email to MitaMX@state.gov.

• Email Size Limit: 15MB per email; use separate emails if needed.

• Confirmation: Quoters must contact Miyuki Mita to confirm receipt of quotation.

• Evaluation Criteria: Lowest priced, technically acceptable, responsible contractor.

• Bonds: Performance and payment bonds are NOT required.

• U.S. firms are eligible for payment in U.S. dollars. Other firms will be paid in Japanese Yen.

• Japanese consumption taxes are exempt. A Certificate of Tax Exemption Purchase will be provided.
