Contract Details
This is an unrestricted Multiple Award IDIQ contract with no maximum dollar ceiling for the Master Contract or individual Task Orders. A minimum contract guarantee of $2,500 is specified per base contract. The ordering period can extend up to 10 years (5-year base + 5-year option). A Contract Access Fee (CAF) of 0.75% applies to orders.
Evaluation & Award Process
The evaluation follows a "Highest Technically Rated Offerors with a Fair and Reasonable Price (HTR/F&RP)" approach, where technical factors (Past Performance, Relevant Experience, Systems, Certifications, Clearances, Organizational Risk Assessment) are significantly more important than price. Evaluation is conducted in phases, with price assessed only for the top 76 technically rated offers. Offerors were required to submit proposals electronically via the Symphony Portal, including a mandatory Cybersecurity Supply Chain Risk Management (C-SCRM) Responsibility Questionnaire (J.P-11) where a "No" response to any item would lead to disqualification. Small Business subcontracting goals of 50% were outlined.

The initial proposal due date was October 28, 2024, which was subsequently extended multiple times, with the final submission deadline for initial proposals being April 11, 2025, as per Amendment 0012. Significant amendments included:

- Amendment 0008 (January 28, 2025): Removed the Meaningful Relationship Commitment Letter (MRCL) project requirement.
- Amendment 0007 (January 23, 2025): Permitted password protection for GSA Form 527 and financial documents. Offerors who have not yet received an award remain under consideration.
