Quick Summary

The General Services Administration (GSA) is currently in the award phase for the Alliant 3 Governmentwide Acquisition Contract (GWAC), an Unrestricted Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicle for comprehensive IT services. Phase One awards have been made to 43 offerors, and evaluation for Phase Two is ongoing, targeting a total of 76 awards. Offerors not yet selected remain under consideration. The final proposal submission deadline was April 11, 2025.

Opportunity Overview

This solicitation, 47QTCB24R0009, seeks to establish a GWAC to provide a broad range of IT services-based solutions to federal agencies worldwide. The contract has an unlimited maximum dollar ceiling and a potential 10-year period of performance (5-year base + 5-year option). The Product Service Code is DA01, covering application development and support services.

Key Requirements & Scope

Alliant 3 encompasses all conceivable aspects of IT services, including current and emerging technologies such as 3-D Printing Integration, Agile Development, Artificial Intelligence, Cloud Computing, Cybersecurity, Data Centers, IoT, Quantum Computing, and Zero-trust Networks. It supports all IT development methodologies and National Security Systems, aligning with Federal Enterprise Architecture (FEA) and DoD Information Enterprise Architecture (DoD IEA) reference models.

Submission & Evaluation

Proposals were submitted electronically via the Symphony Portal by April 11, 2025, 4:00 PM ET. Evaluation follows a "Highest Technically Rated Offerors with a Fair and Reasonable Price (HTR/F&RP)" approach. Non-price factors—including Past Performance, Relevant Experience, Systems/Certifications/Clearances, and Organizational Risk Assessment—are significantly more important than price. Price is evaluated only for the top 76 technically rated offers. The award process is phased, with Phase One completed and Phase Two evaluations underway. Offerors must monitor their Symphony accounts for clarification requests.

Important Updates & Clarifications

Numerous amendments were issued throughout the solicitation period. Key changes included:

  • Proposal Due Date: Extended multiple times, with the final deadline being April 11, 2025.
  • Relevant Experience: Other Transactional Agreements (OTAs) and task orders under Basic Ordering Agreements (BOAs) were made acceptable contract types for demonstrating relevant experience.
  • Sustainability Requirements: All Greenhouse Gas (GHG) evaluation points and climate risk management plan criteria were removed from the solicitation.
  • Meaningful Relationship Commitment Letter (MRCL): The MRCL project requirement was removed.
  • Financial Documents: Offerors were permitted to password-protect GSA Form 527 and associated financial documents, with passwords to be emailed separately.
  • Symphony Portal: All submissions and exchanges were required through the Symphony Portal.
