Purpose & Scope of Work

This procurement is for general A-E services to support Sustainment, Restoration, and Modernization (SRM) and other construction programs at West Point. Services include planning, investigation, design, studies, reports, cost estimates, technical analyses, construction drawings, specifications, Construction Phase Services (Title II), Computer Aided Design and Drafting (CADD), environmental, and infrastructure-related services. Projects will primarily involve facilities and infrastructure typical of military installations, including administrative, training, operational, and support facilities, utility systems, and renovation/repair of existing historic facilities.

Evaluation Criteria

Firms will be evaluated based on demonstrated competence and qualifications in accordance with FAR Subpart 36.6. Factors, in descending order of importance, are:

  1. Specialized experience and technical competence in A-E services for renovation, repair, alteration, and rehabilitation of facilities and infrastructure.
  2. Professional qualifications of key personnel.
  3. Past performance.
  4. Capacity to accomplish the work.
  5. Knowledge of the locality.
  6. Volume of prior Department of War work. Factors 1-4 are considered most critical.

Submission Requirements & Clarifications

  • Submission: Completed SF330, Architect – Engineer Qualifications, in PDF format.
  • SAM Registration: Firms must be registered in the System for Award Management (SAM) to be eligible for award.
  • Project Experience (SF 330, Section F): Submit recent (within past five years) and relevant projects similar in scope, size, and complexity, demonstrating experience in planning, design, and execution of renovation/modernization of facilities and infrastructure. Highlight multidisciplinary design, construction drawings, coordination, and experience with Department of War/government projects. Each project description must clearly identify scope, firm's role (prime/sub), project size/type, dates, and relevance. Greater consideration for renovation/modernization in occupied/operational environments.
  • Teaming: Firms are permitted to team. The Prime Offeror must qualify as a Small Business under the applicable NAICS. Subconsultants do not need to be Small Businesses.
  • Subcontractor Experience: Subcontractor projects can be included in Section F, clearly identifying the firm's role.
  • Prior Work Volume: Provide projects and work performed within the past five years.
  • SF330 Part II: A separate SF330 Part II should be submitted for each firm on the team, including subconsultants. For firms with branch offices, Part II should be for the specific branch seeking work.
  • Incumbent Contracts: W911SD21D0003-0008 are confirmed as incumbent contracts.
