  • Individualized Initial Counseling (IIC), Pre-Separation Briefings, and Capstone Counseling.
  • Career Skills Programs (CSP), Financial Counseling, Education Counseling, and Resume Counseling.
  • Operation of a 24/7 TAP Virtual Center, IT support for the TAP Database System of Record, and Strategic Communications.
  • Data entry, records management, program analytics, and Special Mission TAP Services.

Contract Details

  • Contract Type: Firm Fixed Price (FFP) IDIQ. Special Mission TAP Services and Biennial TAP Symposiums will be ordered via separate FFP Task Orders.
  • Period of Performance: A one-month phase-in (Sep 4, 2026 - Oct 3, 2026), followed by a 10-month base period (Oct 4, 2026 - Aug 3, 2027), and two 12-month option years, extending through August 3, 2029.

Submission & Evaluation

  • Submission Method: Digital format only, via email to the Contracting Officer (KO) and Contract Specialist (CS). Maximum email size is 25MB.
  • Evaluation Criteria: Lowest Priced Technically Acceptable (LPTA). Proposals must receive an "Acceptable" rating in all factors: Technical (Management Approach, Corporate Experience, Data Analysis Capability, Integrated Service Delivery), Past Performance, and Cost/Price.
  • CMMC Level: Required Cybersecurity Maturity Model Certification (CMMC) level is Level 2.
