This solicitation is for tree maintenance services at Biloxi National Cemetery. The contract will be firm-fixed-price and is for a one-time requirement.

• Tree removal, pruning, trimming, cabling, cavity repair, and stump removal.

• Removal and disposal of resulting waste and debris.

• Routine pruning of sixteen (16) large trees.

• Services must be performed by or supervised by a Certified Arborist with at least three years of experience.

• Work must comply with Best Management Practices: Tree Pruning (2018 ISA) and ANSI A300 (Part 1) standards.

• Specific pruning methods that are NOT acceptable include topping, heading-back, stubbing, de-horning, lion-tailing, and pollarding.

• Disposal of all debris and waste materials at a licensed off-site landfill or recycling center.

• Contract Type: Firm Fixed Price

• Period of Performance: From award of contract/notice to proceed until accepted completion by Government, not to exceed sixty (60) calendar days.

• Site Visit: Scheduled for 5/7/2026 at 9:30 am at the Biloxi National Cemetery flagpole.

• Vendor Questions: Due by 5/8/2026, 9:00 am CT, submitted via email to david.hester@va.gov. Answers will be provided via amendment by 5/13/2026.

• Quotes Due: 5/18/2026, 11:00 AM EST.

• Evaluation Factors: The award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors. The evaluation will be based on:

  1. Technical Approach and Understanding of the Work (including contractor-provided statements, arborist certification, and arborist resume).
  2. Past Performance (based on technical qualifications on projects within the last 5 years).
  3. Price.

• Tree removal, pruning, trimming, stump removal, and disposal of resulting waste and debris.

• Sixteen (16) large trees require routine pruning.

• Services must be performed by a Certified Arborist.

• Deep root fertilization for 300 trees at Fort Meade and 30 trees at Hot Springs is also included.

This solicitation is for tree maintenance services at Biloxi National Cemetery. The services include tree removal, pruning, trimming, cabling, cavity repair, root pruning, and the disposal of resulting waste and debris. The contract will be awarded on a firm-fixed-price, one-time basis.

• Tree removal and stump grinding.

• Routine pruning for sixteen (16) large trees (height > 40 ft, DBH > 24 inches).

• Pruning standards include crown thinning, crown cleaning, crown reduction, and crown raising.

• Training pruning for young or small trees.

• Deep root fertilization for 300 trees at Fort Meade and 30 trees at Hot Springs (two applications per year).

• Certified Arborist required as site manager, with at least three years of supervisory experience.

• All work must comply with Best Management Practices: Tree Pruning (2018 ISA) and ANSI A300 standards.

• Disposal of all debris and waste materials at a licensed off-site landfill.
