Scope of Work
The required services include comprehensive tree maintenance:
- Tree removal and stump grinding.
- Routine pruning for sixteen (16) large trees (height > 40 ft, DBH > 24 inches), including crown thinning, cleaning, reduction, and raising.
- Training pruning for young or small trees.
- Deep root fertilization for 300 trees at Fort Meade and 30 trees at Hot Springs (two applications per year).
- All work must comply with Best Management Practices: Tree Pruning (2018 ISA) and ANSI A300 standards.
- Prohibited pruning methods include topping, heading-back, stubbing, de-horning, lion-tailing, and pollarding.
- Disposal of all debris and waste materials at a licensed off-site landfill.
- Services must be performed by a Certified Arborist who will serve as the site manager, with at least three years of supervisory experience.

Evaluation
Award will be based on a Lowest Price Technically Acceptable (LPTA) methodology. Technical evaluation will consider Technical Approach and Understanding of the Work, and Past Performance, in addition to Price. Late quotes will not be accepted.
Additional Notes
Offerors must be actively registered in SAM.gov at the time of submission and award. Vendors are responsible for monitoring SAM.gov for any amendments to the solicitation. The solicitation includes numerous FAR and VAAR clauses and provisions.
