This solicitation is for tree maintenance services, specifically tree pruning and removal, at Biloxi National Cemetery. The contract will be firm-fixed-price and is a one-time service.

• Tree removal, pruning, trimming, stump removal, and disposal of resulting waste and debris.

• Sixteen (16) large trees require routine pruning.

• Services must be performed by a Certified Arborist.

• Work must comply with Best Management Practices: Tree Pruning (ISA) and ANSI A300 standards.

• Specific pruning methods such as topping, heading-back, stubbing, de-horning, lion-tailing, and pollarding are prohibited.

• Deep root fertilization for 300 trees at Fort Meade and 30 trees at Hot Springs is also included.

• Contract Type: Firm Fixed Price

• Period of Performance: From award of contract until accepted completion, not to exceed sixty (60) calendar days.

• Offer Due Date: May 18, 2026, 11:00 AM EST.

• Site Visit: Scheduled for May 7, 2026, at 9:30 am at Biloxi National Cemetery.

• Vendor Questions: Due by May 8, 2026, 9:00 am CT, via email to david.hester@va.gov. Answers will be provided via amendment.

• Quotes must be submitted by the closing date and time; late quotes will not be accepted.

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA). Offers will be evaluated on Technical Ability (including technical approach, past performance) and Price.

• This solicitation is a 100% set-aside for Small Business.

• Offerors must be actively registered in SAM.gov at the time of submission and award.

• Vendors are responsible for monitoring SAM.gov for amendments.

• The solicitation includes numerous FAR and VAAR clauses and provisions.

This solicitation is for tree maintenance services at Biloxi National Cemetery. The services include tree removal, pruning, trimming, cabling, cavity repair, root pruning, and the disposal of resulting waste and debris. The contract will be awarded on a firm-fixed-price, one-time basis.

• Tree removal and stump grinding.

• Routine pruning for sixteen (16) large trees (height > 40 ft, DBH > 24 inches).

• Pruning standards include crown thinning, crown cleaning, crown reduction, and crown raising.

• Training pruning for young or small trees.

• Deep root fertilization for 300 trees at Fort Meade and 30 trees at Hot Springs (two applications per year).

• Certified Arborist required as site manager, with at least three years of supervisory experience.

• All work must comply with Best Management Practices: Tree Pruning (2018 ISA) and ANSI A300 standards.

• Disposal of all debris and waste materials at a licensed off-site landfill.

• Contract Type: Firm Fixed Price

• Period of Performance: From award until accepted completion, not to exceed sixty (60) calendar days.

• Site Visit: May 7, 2026, 9:30 AM at Biloxi National Cemetery Flagpole.
