The goal is to provide a modernized Soldier feeding alternative with advanced technologies, online ordering, delivery solutions, and healthy food options, creating a revenue-generating venue that enhances community health, welfare, and morale. Proposals are due June 4, 2026, at 4:00 PM CDT.

Scope of Work

The selected contractor will be responsible for:

  • Financing, designing, building/renovating existing Dining Facilities (DFACs) into modern 21st-century venues, with costs generally borne by the contractor. This includes IT enhancements and platforms, and ensuring modern furniture and customer device charging (at least 33% of seating capacity).
  • Operating and maintaining CSDV operations, providing 24/7 access to prepared healthy food. This includes diverse service options (à la carte, dine-in, takeout, delivery, meal prep) and incorporating strong restaurant brands and innovative trends.
  • Adhering to strict nutritional standards, including "military dietary reference intakes" (MDRI), Dietary Guidelines for Americans, "Go for Green" principles, and the "Menu's of Change Program."
  • Implementing advanced technologies, such as Point of Sale (POS) systems with real-time AFMIS interoperability, local caching, meal plan value management, and compliance with DoD cybersecurity requirements.
  • Providing all labor, personnel, and supervision, including a Head Chef with ACF certification at each location and a Dietitian to work adjunctly with the Army's Dietitian.
  • Complying with Berry Amendment and Buy American Act requirements for food procurement.

Contract Details

  • Contract Type: Firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) revenue-generating concession contract. This contract is not subject to the FAR.
  • Period of Performance: A base period of five (5) years with five (5) one-year option periods, for a potential total of ten (10) years.
  • Locations: Fort Bliss, TX (Bulldog DFAC, Bldg 20326); Joint Base Lewis-McChord (JBLM), WA; Fort Irwin, CA; Fort Riley, KS; Fort Campbell, KY (Bldg 6761 and Bldg 4061); and Fort Polk, LA. The contract may expand to additional facilities.
  • Set-Aside: Open competition. State Licensing Agencies are invited to respond for cafeteria operations under the Randolph-Sheppard Act, but this solicitation is not subject to Randolph-Sheppard priority.
  • Funding: Subject to availability of funds for reimbursable Essential Station Messing (ESM) meals. ESM Soldier meals are reimbursed based on a formula (35% Discount Meal Rate, 65% Operating Costs).

Submission & Evaluation

  • Proposal Submission: Proposals must be submitted electronically in PDF format via the DoD SAFE website.
  • Deadline: June 4, 2026, at 4:00 PM Central Daylight Time (CDT).
  • Evaluation: Proposals will be evaluated based on Technical Proposal (Business Plan, Management Plan) and Pricing Proposal, using a "Best Value-Trade Off" approach where technical factors are of greater importance.
  • Pre-Proposal Conference & Site Visits: A pre-proposal conference was held on March 17, 2026, at Fort Bliss, TX, followed by a site visit to Bulldog DFAC. Additional site visits for other garrisons were scheduled between March 19 and April 2, 2026.

Key Amendments & Notes

  • Amendment 0001 clarified ESM reimbursement formulas, updated CLINs for Fort Bliss and Fort Campbell, added a new Fort Campbell location, and removed sections regarding priority for blind vendors. It also detailed requirements for a quality control/assurance plan and past project experience (three projects valued at min $3M, completed in last 5 years) for build-out/restoration.
