Scope of Work
The selected contractor will be responsible for the full lifecycle of CSDV operations, including financing, design, build-out, renovation, and ongoing operation and maintenance. Key requirements include providing 24/7 access to prepared healthy food, offering diverse meal and service options (à la carte, dine-in, takeout, delivery, meal prep), and incorporating strong restaurant brands and innovative trends. Each location must have a Head Chef with ACF certification and a Dietitian to collaborate with the Army's Dietitian. The contractor must implement Point of Sale (POS) systems interoperable with AFMIS, comply with DoD cybersecurity, and adhere to "Go for Green" principles and the "Menu's of Change Program." The Fund provides a functioning facility, but the contractor bears design and renovation costs, with specific requirements for modern furniture and customer device charging (at least 33% of seating capacity).
Contract Details
This is a firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) revenue-generating contract. It has a base period of five (5) years with five (5) one-year option periods, for a potential total of ten (10) years. The contract is not subject to the FAR and other Appropriated Funds (APF) provisions. It covers operations at Fort Bliss, TX; Joint Base Lewis-McChord (JBLM), WA; Fort Irwin, CA; Fort Riley, KS; Fort Campbell, KY (two locations); and Fort Polk, LA, with options for future expansion. This solicitation is not subject to the Randolph-Sheppard priority.
Submission & Evaluation
Proposals must be submitted electronically via the DoD SAFE website by Friday, June 12, 2026, at 4:00 PM CENTRAL TIME. Evaluation will follow a "Best Value-Trade Off" approach, considering Technical Proposals (Business Plan, Management Plan) and Pricing Proposals, with technical factors being of greater importance. A pre-proposal conference and site visit were held on March 17, 2026, at Fort Bliss, TX. Questions were due by April 15, 2026.
