Quick Summary

The Department of the Navy (NAVSUP Weapon Systems Support) is soliciting offers for CAP,VALVE components, designated as Special Emphasis Material, for crucial shipboard systems. This is a Total Small Business Set-Aside. Offers are due by January 23, 2026.

Scope of Work

This opportunity requires the provision of Bonnet assembly for size 1 1/2 inch globe valves in accordance with NAVSHIPS drawing 803-2177525, part number 803-2177525-C7XX-87. The material is classified as Special Emphasis Material (Level I, Scope of Certification, or Quality Assured) due to its critical use in shipboard systems, where failure could lead to serious injury, loss of life, or loss of vital systems.

Key Requirements

  • Material Certification: Quantitative chemical and mechanical analysis is required for parts like the Bonnet (piece 86), using materials such as ASTM-A105 or MIL-S-24093, type V, class H, with phosphate coating.
  • Testing & Inspection: Dye Penetrant Inspection for hardfacing, mechanical properties testing (tension, hardness) for heat-treated materials. Thread inspection must follow FED-STD-H28 series or ASME B1 series.
  • Welding & Brazing: Procedures and personnel must be qualified under S9074-AR-GIB-010A/278 and S9074-AQ-GIB-010/248. Procedures and qualification data require submission for review and approval 120 days after contract award, prior to any welding.
  • Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. MIL-I-45208 with MIL-STD-45662 is an acceptable alternative.
  • Traceability: Strict traceability is required for all Level I/SUBSAFE materials, from raw material to finished component, with unique traceability markings and comprehensive certification data.
  • Drawings: Restricted access drawings are available on SAM.gov; contractors must request access and notify the POC.
