Scope of Work

The contractor shall prepare and deliver breakfast, lunch, and dinner meals to Building E4225, Otto Road, Gunpowder, MD 21010. Services cover OCS Phase 1 (June), OCS Phase 3 (July), BMPC Phase 1 (August), and BMPC Phase 2 (August-September) in FY 2026. Meals must be packaged in aluminum covered containers to maintain temperature and include an entree, starch, vegetable, bread, dessert, salad, and designated beverages as detailed in Appendix A. Special "FIELD" requirements for direct distribution to Warfighters are also specified.

Key Requirements

• Food Preparation: Food must be prepared in a commercial kitchen licensed as a Food Service Facility by the appropriate Maryland County Health Department. Proof of compliance may be requested.
• Delivery: Deliveries are to Building E4225, Otto Road, Gunpowder, MD 21010. Specific delivery times are Breakfast (0800-0900 EST), Lunch (1200-1300 EST), and Dinner (1700-1800 EST).
• Temperature Control: Food must be transported and delivered at proper temperatures (Hot: 145°F or greater, Cold: 41°F or greater). Ecofriendly containers are not permitted; aluminum covered containers are required.
• Personnel: Contractor and staff must conform to SERV Safe training and certification and adhere to strict health and hygiene policies. Delivery personnel must present valid government-issued photo ID.
• Menu: Refer to Appendix A for detailed meal plans, headcount, and beverage requirements for each date.
• Billing: Billing submission timelines are specified for different contract phases, generally by the first week of the following month or end of the month, and submitted via the WAWF module.
