Scope of Work
The contract requires the production and delivery of various PSE items, including slings, maintenance stands, fixtures, and carts, as detailed in the attached solicitation and item lists (e.g., "PSE ITEM LIST (0115).xlsx", "Attachment 1_Y26 O-Level Bag A_Attachment rev1 3.25.26.xlsx"). All items must be manufactured according to Government-furnished Technical Data Packages (TDPs).
Key Requirements & Certifications
- CMMC Level 2 (Self-Assessment): Mandatory pre-award requirement for technical data access and contract award. Failure to maintain CMMC Level 2 will render an offeror ineligible.
- DD Form 2345: Required for access to the export-controlled technical data package.
- Deliverables (CDRLs): Include DFARS compliant raw material certifications (A002), dimensional quality checklists (A004), plating/coating certifications (A003), calibration certifications (A005), proof load certifications (A006), and non-destructive inspection (NDI) certifications (A007). All certifications must be submitted in PDF format to the designated POC.
- Proposal Structure: Offerors must submit proposals in four volumes as outlined in Section L, G-1.
- Past Performance: Subcontractor past performance can be referenced, and relevant contracts must be within five years. Past Performance Questionnaires (PPQs) should be sent to the Government end user.
- Formatting: Proposals must be letter-sized, single-spaced, with one-inch margins, and submitted as searchable PDF files using Microsoft Office 2025.
- Lead-Times: Alternate lead-times cannot be accepted.
Contract Details & Evaluation

- Period of Performance: 200 Calendar Days from lead time event to delivery.
- Evaluation: Proposals will be evaluated based on Technical, Past Performance, and Price factors. An "Unacceptable" rating in Technical or Past Performance will result in proposal rejection. The Government reserves the right to award without discussions.
