Opportunity Overview
This Request for Proposal (RFP) seeks qualified small businesses to provide Peculiar Support Equipment essential for O-level maintenance operations of the CH-53K aircraft. The scope includes various slings, maintenance stands, fixtures, and carts, as detailed in the attached PSE item lists ("PSE ITEM LIST" and "Attachment 1_Y26 O-Level Bag A"). The equipment will support the NAVAIR CH-53K Program and the FMS Program Israel.
Key Requirements & Deliverables
- Equipment Production: Manufacture and deliver PSE items in accordance with Government-furnished technical data packages (TDPs).
- CMMC Compliance: Offerors must possess a current and valid Cybersecurity Maturity Model Certification (CMMC) Level 2 (self-assessment) at the time of contract award. This is a material condition for award and required to access the Controlled Unclassified Information (CUI) drawing package.
- Export Control: The TDP is Export Controlled. Offerors must have a certified DD Form 2345 to request access to drawings via DoD SAFE. Proof of CMMC Level 2 and DD Form 2345 must be emailed to the POC for access.
- Data Deliverables (CDRLs): The contract includes several Contract Data Requirements Lists (CDRLs) for items such as DFARS Compliant Material Certifications, Dimensional Quality Checklists, Plating/Coating Certifications, NIST traceable Calibration Certifications, Proof Load Certifications, and Non-Destructive Inspection (NDI) Certifications. All certifications must be submitted in PDF format to Ed Ceralde, CH-53K SE Engineering.
- Period of Performance: 200 Calendar Days from lead time event to delivery.
Contract Details

- Evaluation: Proposals will be evaluated based on Technical, Past Performance, and Price factors. An "Unacceptable" rating in Technical or Past Performance will render a proposal unacceptable. The Government may award without discussions.
