The United States Special Operations Command (USSOCOM) is conducting market research through a Request for Information (RFI) to identify sources capable of providing a comprehensive, global, end-to-end Commercial Satellite Communications (COMSATCOM) solution. This RFI is for planning purposes only and does not constitute a Request for Proposal. Responses are due March 25, 2026, by 12:00 P.M. EST.

Purpose & Scope

USSOCOM seeks information on industry capabilities for a robust, flexible, and resilient COMSATCOM infrastructure to support global Special Operations Forces (SOF). The solution encompasses global satellite space segment, commercial media port services, terrestrial backhaul connectivity, and comprehensive operational and management support.

Key Capabilities & Requirements

Respondents should detail capabilities in:

  • End-to-End Solution Management: Experience as a Prime Contractor, project management, and rapid service activation.
  • Global Space Segment: Access to global satellite capacity across various frequency bands (including L-band, Mil-Ka), specific Legacy UHF channels, and support for Airborne ISR (AISR) and Communications on the Move (COTM).
  • Media Port & Gateway Services: Ownership or contractual access to global media ports, physical security, redundancy, and maintenance.
  • Terrestrial Backhaul Network: Architecture, global Points of Presence (PoPs), and GEO/MEO/LEO SaaS interconnections.
  • Operations & Maintenance: Provision of TS/SCI cleared personnel, 24/7 Network Operations Center (NOC) and helpdesk, and support for iDirect/ViaSat/TDMA/SCPC technologies.
  • Security: Company security program, DoD Risk Management Framework (RMF) and Authority to Operate (ATO) experience, and secure communications (SIPRNET, STE/VoSIP). SIPRNET access is a critical discriminator and will not be sponsored.
  • Subscription Services: Integration of GEO/MEO/LEO SaaS providers.
  • Transition: Experience with global network transitions, with a notional 90-day approach. Government Furnished Equipment (GFE) includes 700 Remotes and iDirect Hub equipment.

Important Clarifications

  • Facility Requirement: A critical, non-negotiable requirement for a currently operational facility within a 25-mile radius of MacDill AFB for Continuity of Operations (COOP), collaboration, and rapid response. A plan to acquire a facility is not sufficient.
  • Teaming/Joint Ventures: Past performance is evaluated for established Joint Ventures or prime/subcontractor teams with a demonstrated history of working together. Notional teams are outside the scope of this market research.
  • Personnel: Requirements for directly employed personnel assess current maturity and demonstrated experience.
