Eligibility & Submission Requirements
- Licensing: Firms must hold a valid state-level Engineering Firm License or Certificate of Authorization (COA) to practice A&E services in at least one state served by CFLHD, in addition to individual Professional Engineer (PE) licenses. License numbers and states of issuance must be provided. Firms must demonstrate capacity to perform CI in all 14 states.

- Required Documents: Standard Form 330 (SF 330) Architect-Engineer Qualifications (Parts I and II), a written response to the evaluation factors (RFQ Attachment A), and the newly added Attachment D (Past Performance Questionnaire).
- Page Limit: The submission has a 50-page limit. This includes SF 330 Part IIs for both prime and subcontractors, and written narrative responses for up to ten projects. CPARS reports or equivalent performance documentation from non-federal agencies do not count towards this limit.
- Amendments: Offerors must acknowledge receipt of amendments by including the signed first page of Standard Form 30 for each amendment.
