Scope of Work

Submission & Evaluation

- Required Documents: Standard Form 330 (SF 330) Architect-Engineer Qualifications (Parts I and II), and a written response to the three evaluation factors outlined in RFQ Attachment A. Firms must also include the signed first page of Standard Form 30 for each amendment.
- Page Limit: 50 pages for the submission. Exclusions include cover letters, graphical covers, tables of contents, amendments, back covers, and supporting documentation for past performance (e.g., CPARS reports, certificates) if placed in a separate appendix. SF 330 Part IIs for prime and subcontractors are generally included in the page count.
- Evaluation Factors: Capacity to Accomplish the Work, Personnel Qualifications - Specialized Experience and Technical Competence, and Past Performance.
- Evaluation Process: Two-phase process. Phase I involves qualifications review and shortlisting. Phase II includes oral presentations for shortlisted firms, followed by an RFP for the top five ranked firms to submit cost proposals.
- Past Performance: Only projects completed within the past six years are acceptable. Individual Task Orders under IDIQ contracts or MSAs can be considered "contracts." Attachment D, the "Past Performance Questionnaire," has been added.
Eligibility & Notes
- Licensing: Firms must hold a state-level Engineering Firm License or Certificate of Authorization (COA) and individual Professional Engineer (PE) licenses, allowing them to practice A&E services in at least one state served by CFLHD. Firms must specify license numbers and states of issuance.
- Geographic Scope: Firms must have the capacity to perform Construction Inspection (CI) in all fourteen (14) states served by CFLHD.
