Performance Standards

Scheduled services must be executed on time (100%), and pre-operational checks on cranes completed within 2 hours of discrepancy identification. All transports must occur within the same working day. Contractor compliance will be tallied for CPAR reporting.

Special Requirements

The contractor must provide all personnel, equipment, supplies, and services. A 24-hour notice is generally required for services, with a 24-hour response time for on-call services. Normal duty hours are 7:00 AM - 4:00 PM, Monday-Friday, but availability outside these hours and on Federal holidays is required. Key personnel, including Crane Operators and Riggers, must have a minimum of three years of documented experience with military missile defense equipment. A Quality Control Plan (QCP) is mandatory, and personnel must comply with all applicable laws, regulations, and safety standards (OSHA, Army regulations). AT Level I and iWATCH training are required.

Evaluation & Submission

Award will be made to the responsible offeror whose offer is most advantageous to the Government, based on lowest evaluated price, technical ability to perform to PWS standards, and past performance. The Government intends to award without discussions. Required submittals include SF 1449, a quote on company letterhead, and a specification sheet. Proposals must be submitted via email. Offerors must be registered in SAM.gov and acknowledge all amendments.

Wage Determinations
