Statement of Work (SOW) / Performance Work Statement (PWS)

To support the Unit Training and Certification (UT&C) Division, a Department of Defense organization, in providing logistical support for Japanese and U.S. military organizations engaged in missile defense training at McGregor Range, New Mexico.

• Provide non-personal services for cranes, riggers, and 18-wheeler transport flat-bed trucks with certified operators/technicians.

• Services include downloading and uploading Japanese HAWK/PATRIOT equipment, missile equipment, generators, sea-vans, and 20-foot containers.

• Tasks involve precise placement of off-loaded equipment and containers, climbing equipment for rigging, and careful transport and stacking of missile canisters.

• Generator relocation services are also included.

• Cargo transport services for wood-crated materials using semi-trailer trucks with flat-bed trailers.

• Operations in a desert environment under various weather conditions, including rough and uneven terrain.

• Scheduled services execution must be accomplished on time and with no delay (100% of the time).

• Pre-operational checks on cranes must be completed on time (100% of the time) and any discrepancies fixed within 2 hours.

• All transports must take place within the same working day.

• Contractor compliance will be tallied for CPAR reporting periods, with trends of less than acceptable performance potentially leading to reduced monthly payments.

• Period of Performance: Base Year (July 10, 2026 - July 9, 2027) plus three (3) one-year option periods.

• Place of Performance: McGregor Range, New Mexico, within the boundaries of the Fort Bliss Garrison Command Control.

• Contractor must provide all personnel, equipment, supplies, and services.

• 24-hour notice is generally required for services, with a 24-hour response time for on-call services.

• Normal duty hours are 7:00 AM - 4:00 PM, Monday-Friday, but availability outside these hours and on Federal holidays is required.

• Contractor personnel must meet specific qualifications, including a minimum of three years of documented experience with crane and rigger services for military missile defense equipment and missiles.

• Key personnel include Project Manager, Crane Operator, Riggers, and Truck Drivers.

• Contractor must develop and implement a Quality Control Plan (QCP).
