Scope of Work
The contractor will provide non-personal services, including certified operators and technicians, for downloading, uploading, precise placement, transport, and stacking of Japanese HAWK/PATRIOT equipment, missile equipment, generators, sea-vans, and 20-foot containers. Services also include generator relocation and cargo transport for wood-crated materials. Operations will occur in a desert environment with rough and uneven terrain.

Key Requirements
Contractor must provide all personnel, equipment, supplies, and services. Services generally require 24-hour notice, with a 24-hour response time for on-call services. Personnel must have a minimum of three years of documented experience with crane and rigger services for military missile defense equipment. Key personnel include Project Manager, Crane Operator, Riggers, and Truck Drivers. Compliance with all applicable Federal, State, and Local laws, safety standards (OSHA, Army regulations), and a Quality Control Plan (QCP) is mandatory. Employees require AT Level I and iWATCH training.
Submission & Evaluation
Proposals must be submitted via email. Required submittals include SF 1449, a quote on company letterhead, and a specification sheet. Quotes must be valid for a minimum of 60 calendar days. Award will be made to the responsible offeror whose proposal offers the lowest evaluated price, meeting or exceeding acceptability standards for technical ability to perform to PWS standards and past performance. The Government intends to award without discussions. Offerors are required to price only the base period; the option to extend services will be evaluated by adding one-half of the base period price.
