Quick Summary

The U.S. Department of Agriculture (USDA), specifically the Animal and Plant Health Inspection Service (APHIS), is seeking quotes for Demolition and Odor Control Services for fire-damaged larval rooms 1-4 in Building 6418 at the Mexican Fruit Fly Rearing Facility (MFFRF) on Moore Air Base in Edinburg, TX. This opportunity is a Total Small Business Set-Aside. Quotes are due by June 3, 2026, at noon CT.

Scope of Work

The contractor will provide all materials, supplies, and labor to demolish fire-damaged larval rooms 1-4. This includes removing burnt debris, metal panels, bracing, wood framing, utility equipment, roof/ceiling components, main/sectional walls, siding, and internal electrical/mechanical equipment, including eight Trane air handlers. The work will leave only metal columns and support bracing, with the larval room hallway structure remaining. The scope also covers pressure washing and de-odorizing the interior and exterior of the larval hallway with an environmentally friendly solution, and final clean-up with debris removal and disposal off-base. All solutions and products must comply with EPA, state, and local regulations, and Material Safety Data Sheets (MSDS) must be provided.
