Quick Summary

The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service, is seeking quotes for demolition and odor control services for fire-damaged larval rooms 1-4 in Building 6418 at the Mexican Fruit Fly Rearing Facility (MFFRF) on Moore Air Base in Edinburg, TX. This is a Total Small Business Set-Aside opportunity. Quotes are due by June 3, 2026, at noon CT.

Scope of Work

The contractor will provide all materials, supplies, and labor for the demolition of fire-damaged larval rooms 1-4, including burnt materials, metal panels, bracing, wood framing, utility equipment, roof/ceiling components, walls, siding, and internal electrical/mechanical equipment. This includes the removal of eight Trane air handlers and a Hardie board panel mezzanine. The larval room hallway structure will remain, with new siding and containment resealing.

Odor mitigation is required, involving pressure washing and de-odorizing the interior and exterior of the larval hallway and remaining structures with an environmentally friendly solution.

Final clean-up includes removing all debris and trash from work areas and disposing of it off MAB premises. All work must comply with EPA, state, and local regulations, including those for hazardous materials, and adhere to Federal Construction Wage Rates for Hidalgo County, TX.
