Scope of Work

The primary goal is to provide a renovated LPOE that supports efficient operations for CBP and GSA. The R&A portion will modernize the port, address existing deficiencies, and bring the facility up to current standards, incorporating the existing Historic Facility listed in the National Register of Historic Places. Major elements include new gates and guardrails for primary lanes, a new officer inspection booth, interior upgrades (including a new floorplan), and new/upgraded MEP and Security systems. The optional driveway extension will mitigate security challenges from local traffic. All work must adhere to GSA PBS Core Building Standards and the CBP 2023 Land Port of Entry Design Standard. The port will be fully closed during construction.

Contract Details

This will be a Firm-Fixed-Price (FFP) contract for both the base award and the driveway extension option. The period of performance for both is from July 3, 2026, to August 31, 2027. Liquidated damages for failure to achieve substantial completion are $3,416.69 per calendar day. Performance and payment bonds are required.

Submission & Evaluation

Proposals must be submitted electronically via email to emily.jackson@gsa.gov and molly.lewis@gsa.gov by June 15, 2026, at 2:00 PM EST. Proposals must be in PDF format, with separate attachments for Technical and Price proposals, and include a scanned bid bond. Emails exceeding 25MB or not in PDF format may be rejected. Proposals must be valid for 90 calendar days. The solicitation uses a "Trade-off Process" for best value evaluation. Non-price factors are considered significantly more important than the total evaluated price. Evaluation factors include:

  2. Management and Technical Approach in Project Management Plan

Pre-Proposal Conference / Site Visit

A pre-proposal conference and site visit were held on May 6, 2026, at 12:00 PM EST at 303 Alburgh Springs Road, Alburgh, VT. Minutes from this meeting have been incorporated into Amendment 001.
