Contract Details & Requirements
This is a Solicitation for a Firm-Fixed-Price contract. The period of performance for both the base award and option is from July 3, 2026, to August 31, 2027. Substantial Completion is required within 396 calendar days from the Notice to Proceed (NTP), with contract completion 30 days thereafter. Liquidated damages of $3,416.69 per calendar day apply for delays in achieving Substantial Completion. A bid guarantee (20% of bid price or $3M, whichever is less) and performance/payment bonds are required. The Davis-Bacon Act applies, with wage determination VT20250027 (01/02/2026) for Grand Isle County, VT.
Evaluation & Submission
The solicitation uses a Best Value Trade-off Process, where non-price factors are considered significantly more important than the total evaluated price. Evaluation factors, each weighted at 25%, include: Experience in Construction Phase Services on Similar Projects, Management and Technical Approach, Past Performance, and Qualifications of Key Personnel.
