• Offerors must be within a commutable driving distance to the DSCR facility (120-mile radius from DSCR).

• The point of mobilization must be annotated on the quote and must be owned by the prime contractor, not a subcontractor.

• Contractors must be registered in the System for Award Management (SAM) prior to award.

• Inquiries must be submitted no later than 7 business days prior to the closing date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and pave the parking infrastructure of Building 41 at the Defense Supply Center Richmond (DSCR), providing a permanent parking solution and enhancing site security.

• Remove existing gravel parking area and vegetation, debris, and unsuitable soil.

• Clear and grade the site for proper drainage and a level surface.

• Construct new parking and driving areas (approx. 3,500 sqft) with 8 standard stalls and a minimum 24 ft wide driving aisle.

• Install sub-base material and asphalt or concrete surface.

• Install parking blocks and stripe spaces.

• Add a concrete sidewalk section connecting the new parking area to the existing sidewalk.

• Install a minimum of two exterior lighting fixtures to illuminate the new parking areas.

• Ensure a minimum of 2% grade for positive drainage.

• Backfill area outside the parking area with topsoil and hydroseed.

• All work must comply with applicable Unified Facilities Criteria (UFC) and other specified standards.

• Contractor must maintain grass re-seeding for at least 1 year post-completion.

• Completion date: No later than 60 days after notice to proceed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and pave the parking infrastructure of Building 41 at the Defense Supply Center Richmond (DSCR), providing a permanent parking solution for the dispatch office staff and enhancing site security and infrastructure.

• Clear and grade the site, removing vegetation, debris, and unsuitable soil.

• Remove existing gravel and potentially reuse or deposit it in an approved laydown yard.

• Construct new parking and driving areas totaling approximately 3,500 sqft, including 8 standard parking stalls (9 ft wide x 18 ft long) and a minimum 24 ft wide driving aisle for two-way traffic.

• Install sub-base material and asphalt or concrete surface per UFC 3-250-01.

• Install parking blocks for each space and stripe spaces with durable paint.

• Add a concrete sidewalk section connecting the new parking area to the existing sidewalk.

• Install a minimum of two exterior lighting fixtures on Building B41 to illuminate the new parking areas.

• Ensure a minimum of 2% grade for positive drainage and include stormwater breaks in the curb.

• Backfill areas outside the parking lot with topsoil and hydroseed.

• All new curbs and asphalt must be a minimum of 20'-0" clear from the B41 exterior wall.
