Opportunity Overview
This Request for Proposals (RFP) seeks competitive proposals from private, public, and/or not-for-profit entities to lease DA land for the purpose of designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, securing, and decommissioning mineral processing facilities. The DA may award one or more EULs, and Offerors may propose projects on all or a portion of the properties at any one or more of the installations.
Key Requirements

- Compliance: Lessees must comply with all applicable federal, state, and local laws, codes, ordinances, and regulations, including environmental standards (NEPA, CERCLA, RCRA, NHPA, ESA) and the Davis-Bacon Act for in-kind consideration work.
- Utilities/Infrastructure: Offerors must provide plans for utilities, access, parking, and physical security. Police and fire services may be available on a reimbursable basis.
Contract Details
- Type: Enhanced Use Lease (EUL) under 10 U.S.C. § 2667.
- Term: Fifty (50) years initial term, with an option to renew if proposed by the Offeror.
- Consideration (Rent): Can be in-kind, cash, or a combination, not less than fair market value. The DA prefers in-kind consideration (e.g., construction, restoration, maintenance).
- Set-Aside: None specified.
