Opportunity Overview

This Request for Proposals (RFP) seeks to maximize financial return to the DA by leasing non-excess land under a 50-year EUL, with potential for renewal. The legal authority is codified at 10 U.S.C. § 2667. DA may award one or more EULs and consider multiple projects across the installations.

Scope of Work & Key Requirements

Offerors will be responsible for the entire lifecycle of the mineral processing facility, including designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, securing, and decommissioning. The project must be viable without any monetary or other contribution from the DA. Lessees must comply with all applicable federal, state, and local laws, codes, ordinances, and regulations, including environmental standards (NEPA, CERCLA, RCRA, NHPA, ESA) and the Davis-Bacon Act. The property is leased "as-is/where-is," and the Lessee must restore it to its original condition upon lease expiration. A decommissioning bond will be required.

Lease Details & Consideration

The EUL will have an initial term of fifty (50) years, with an option for renewal if proposed. Consideration (rent) can be in-kind, cash, or a combination, but not less than the fair market value. The DA expresses a preference for in-kind consideration, such as construction, restoration, or maintenance services.

Submission & Evaluation

Proposals are due by May 11, 2026, at 5:00 P.M. EDT. They must be uploaded as a single file to the specified Smartsheet link. Separate proposals are required for each project or installation. Eligibility: Offerors must be organized under U.S. laws, have majority domestic ownership and control, and a physical place of business in the U.S. Evaluation Factors: Proposals will be evaluated based on five equally weighted factors: Project Description, Project Plan, Financial Capability, Organizational Structure/Experience/Past Performance, and EUL Consideration (Rent). The DA will select the proposal offering the best overall value.
