Quick Summary

The Bureau of Land Management (BLM), under the Department of the Interior, is soliciting proposals for Off-Range Corral (ORC) Support Services for the Wild Horse and Burro Program (WHBP) in Region 1. This unrestricted Indefinite Delivery, Indefinite Quantity (IDIQ) contract covers Kentucky, Tennessee, West Virginia, Virginia, and North Carolina. The purpose is to provide comprehensive care and maintenance for wild horses and burros. Proposals are due May 29, 2026.

Scope of Work

Contractors will be responsible for providing and maintaining an ORC facility capable of housing 120–400 wild horses and burros annually. Key services include animal care (unloading, sorting, feeding, watering), maintaining animals in moderate condition, providing specific feed quality, and ensuring adequate corrals (minimum 700 sq ft per animal for holding). Health care services, such as vaccinations, deworming, EIA tests, emergency veterinary treatment (up to $350/year per animal), and hoof trimming, are required. Facilities must be secure with locked gates and fencing, and contractors must handle carcass disposal according to state laws. Daily feed and care logs, incident reports, and transportation notifications are mandatory. The government will not fund infrastructure or maintenance, and capital costs should not be included in proposals.
