Eligibility & Set-Aside
All responsible sources from academia, industry, and the research community worldwide are eligible to submit proposals. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to receive awards directly but may team with eligible offerors. No portion of this BAA is set aside for specific socio-economic categories, but all businesses are encouraged to submit.
Submission & Evaluation
Proposals may be submitted at any time during the announcement period, which has been extended by one year or until replaced by a successor BAA. Effective June 1, 2025, all new white paper and proposal submissions must be made through the ONR Submission Portal; FedConnect will no longer be accepted. Offerors must register with the System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI). The ONR Microsoft Excel Cost Proposal template is required for contract submissions. Proposals will be evaluated based on technical merit, importance to agency programs, funds availability, naval relevance, and contribution to the ONR and Department of Navy mission.
