Quick Summary

The Office of Naval Research (ONR), on behalf of the Department of the Navy, has issued a Long Range Broad Agency Announcement (BAA) for Science and Technology (S&T) Projects. This BAA seeks proposals for basic research, applied research, and advanced technology development to advance Navy and Marine Corps operations. A specific focus area mentioned involves updating the design of the Multi-Element Anti-Jam GNSS Technology (MAGNOM) Position, Navigation, and Timing (PNT) Circuit Card Assembly (CCA) to incorporate Hard Problem #1 (HP#1) Security architecture and conducting a Hard Problem #2 (HP#2) trade study.

Scope of Work

This BAA covers a broad range of S&T projects, including basic research, applied research, and advanced technology development. It is not intended for the acquisition of technical, engineering, or support services. Offerors are required to submit a non-proprietary Statement of Work (SOW) with their proposals, and white papers are frequently desired by ONR Program Officers.

Contract Details

Awards may take the form of contracts, grants, cooperative agreements, or Other Transaction Agreements (OTAs). OTAs for Research generally require a 50/50 cost share between the Government and the performer. Cost sharing is not expected for contracts and assistance awards, but voluntary cost sharing may be considered. The NAICS code for this opportunity is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)). The de minimis rate for Fringe Benefits and Indirect Costs has been revised to 15%.

Eligibility & Set-Aside

All responsible sources from academia, industry, and the research community worldwide are eligible to submit proposals. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to receive awards directly but may team with eligible offerors. No portion of this BAA is set aside for specific socio-economic categories, but all businesses are encouraged to submit.

Submission & Evaluation

Proposals may be submitted at any time during the announcement period, which has been extended by one year or until replaced by a successor BAA. Effective June 1, 2025, all new white paper and proposal submissions must be made through the ONR Submission Portal; FedConnect will no longer be accepted. Offerors must register with the System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI). The ONR Microsoft Excel Cost Proposal template is required for contract submissions. Proposals will be evaluated based on technical merit, importance to agency programs, funds availability, naval relevance, and contribution to the ONR and Department of Navy mission.

Key Amendments

  • Amendment 0006 (Jan 14, 2026): Removed all references to NavalX.
  • Amendment 0005 (Sep 26, 2025): Extended the announcement duration by one year, updated website URLs and email addresses, revised various sections, and added new DFARS clauses (e.g., Cybersecurity Maturity Model Certification Level Requirements).
  • Amendment 0004 (May 29, 2025): Mandated the transition to the ONR Submission Portal for all new submissions starting June 1, 2025.
  • Amendment 0001 (May 29, 2025): Updated the NAICS code to 541715 and revised the de minimis indirect cost rate to 15%.
