Contract Details

Submission & Evaluation

Effective June 1, 2025, all new white paper and proposal submissions must be made through the ONR Submission Portal; FedConnect will no longer be accepted. Proposals are evaluated based on technical merit, importance to agency programs, naval relevance, contribution to the ONR/Department of Navy mission, and funds availability. Restrictions apply to the submission of CUI and Export Controlled CUI via the ONR Submission Portal. Offerors must register with SAM and obtain a Unique Entity Identifier (UEI).
Eligibility / Set-Aside
All responsible sources from academia, industry, and the research community worldwide are eligible. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to receive awards directly but may team with eligible offerors. No portion of this BAA is set aside for specific socio-economic categories, but all businesses are encouraged to submit. The NAICS code has been updated to 541715.
