Quick Summary

The Office of Naval Research (ONR), ONR Global (ONRG), and the Marine Corps Warfighting Lab (MCWL) have issued a Long Range Broad Agency Announcement (BAA) #N0001425SB001 for Science and Technology (S&T) Projects. This BAA seeks proposals to advance and improve Navy and Marine Corps operations through research across various science and engineering disciplines. The announcement duration has been extended by one year or until replaced by a successor BAA.

Scope of Work

This BAA covers basic research, applied research, advanced technology development, and, under specific conditions, advanced component development and prototypes. It is not intended for the acquisition of technical, engineering, or support services. Offerors must submit a non-proprietary Statement of Work (SOW) with their proposals, and white papers are frequently desired by ONR Program Officers.

Contract Details

Awards may be structured as contracts, grants, cooperative agreements, or Other Transaction Agreements (OTAs). For OTAs for Research, a 50/50 cost share between the Government and performer is generally required. Cost sharing is not typically expected for contracts and assistance awards, though voluntary cost sharing may be considered. The de minimis rate for Fringe Benefits and Indirect Costs has been revised from 10% to 15%. The ONR Microsoft Excel Cost Proposal template with intact formulas is required for contract submissions.

Submission & Evaluation

Proposals may be submitted at any time during the announcement period. Effective June 1, 2025, all new white paper and proposal submissions must be made through the ONR Submission Portal; FedConnect will no longer be accepted. Proposals are evaluated based on technical merit, importance to agency programs, naval relevance, contribution to the ONR/Department of Navy mission, and funds availability. Restrictions apply to the submission of CUI and Export Controlled CUI via the ONR Submission Portal. Offerors must register with SAM and obtain a Unique Entity Identifier (UEI).

Eligibility / Set-Aside

All responsible sources from academia, industry, and the research community worldwide are eligible. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to receive awards directly but may team with eligible offerors. No portion of this BAA is set aside for specific socio-economic categories, but all businesses are encouraged to submit. The NAICS code has been updated to 541715.
