Purpose & Scope
This BAA seeks proposals for research across various science and engineering disciplines, covering basic research, applied research, advanced technology development, and, under certain conditions, advanced component development and prototypes. The primary goal is to advance and improve Navy and Marine Corps operations. This announcement is not for the acquisition of technical, engineering, or support services. Offerors must submit a non-proprietary Statement of Work (SOW) with their proposals, and white papers are frequently desired by ONR Program Officers.
Contract Details & Eligibility
Awards may take the form of contracts, grants, cooperative agreements, or Other Transaction Agreements (OTAs). For OTAs for Research, a 50/50 cost share between the Government and performer is generally required, though not expected for contracts and assistance awards. All responsible sources are eligible, but Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to receive awards directly, though they may team with eligible offerors. The BAA has no specific set-aside for small businesses or other socio-economic categories, but all businesses are encouraged to submit. The NAICS code for this effort is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)).
Submission & Evaluation
Proposals will be evaluated based on technical merit, importance to agency programs, funds availability, naval relevance, and contribution to the ONR and Department of Navy mission. Offerors must register with the System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI). As of June 1, 2025, all new white papers and full proposals must be submitted via the ONR Submission Portal. The ONR Microsoft Excel Cost Proposal template is required for contract submissions.
Key Amendments & Updates
Several amendments have been issued:
- Amendment 0001 updated the NAICS code to 541715 and revised the de minimis indirect cost rate to 15%.
