This Service-Disabled Veteran-Owned Small Business Set Aside opportunity has an estimated magnitude between $250,000 and $500,000. Proposals are due June 12, 2026, at 12:00 PM ET.
Scope of Work
This Firm Fixed-Price contract involves two primary locations:
- George Washington Birthplace National Monument (GEWA): Repointing of deteriorating mortar joints on the Memorial House and Colonial Kitchen exterior brick surfaces. This includes mortar analysis, D/2 Biological Solution cleaning, 100% repointing of mortar joints using hand tools and approved lime-based mortar, and installation of new 20 oz. copper, 6-inch seamless half-round gutters and 3-inch plain round downspouts. Bidders must demonstrate 5 years of experience in masonry and gutter installation.
- Thomas Stone National Historic Site (THST): Replacement of the existing exposed-fastener corrugated metal roof and installation of new seamless gutters and downspouts on the visitor center building. This includes removing the old roof, replacing damaged sheathing, installing a new "Vertical Seam" snap seam metal roofing system with high-temperature underlayment, "K-Style" seamless gutters and downspouts, increasing the pitch of flat roof sections to a minimum 3:12, and installing snow guards and EPDM pipe boot flashings. A 50-year paint warranty is required for the roofing. Bidders must have experience installing standing seam metal roofing.
Key Clarifications from RFIs:
- Repointing requires 100% of mortar joints to be bid, with mortar analysis by a qualified laboratory.
- Power tools may be used for mortar removal with COR approval, strictly prohibiting brick damage.
- Biological cleaning covers 100% of the brick surface.
- Gutters and downspouts must be 20 oz. copper and are required only on Main Structures.
- Flat roof areas at THST require reframing to a minimum 3:12 pitch, with a 10% allowance for plywood replacement.
- A one-year warranty from substantial completion is required for the work.
- The Site Superintendent (minimum three years' experience) can fulfill the roles of Site Safety and Health Officer (SSHO) and Quality Control Manager (QCM).
