Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade interior finishes at USCG Air Station Atlantic City, Egg Harbor Township, NJ 08234.

This project includes a Base Bid and an Optional Bid Item (OBI) #1. The contractor will provide all labor, transportation, and supervision for the work described, adhering to all applicable federal, state, and local laws and regulations.

Major Work Items (Base Bid):

• Drywall and wall insulation installation and repair.
• Interior painting.
• Flooring installation (carpet tile, ceramic tile, Luxury Vinyl Tile).
• Reflected ceiling tile replacement.
• Pipe and duct insulation.
• Kitchenette cabinetry replacement.

Optional Bid Item (OBI) #1:

• Epoxy flooring installation in specific hallways and bullpen areas.

General Requirements:

• Provide Safety Data Sheets (SDS) and Technical Data Sheets (TDS) for all products.

• Product submittals are required.

• A one-year warranty for all workmanship is required.

• Contractor must disconnect and remove furniture from work areas and return it post-completion.

• Materials must be free from lead, chlorine compounds, mercury, cadmium, PDBEs, phthalates, and PFOAs.

• Drywall must be minimum 5/8-inch thick with a Class A fire rating.

• Paint shall be a durable, scrubbable finish with specified sheen; colors to match existing.

• Flooring performance standards include breaking strength, water absorption, and slip resistance (ASTM C648, C373).

• PVC ceiling tiles must be Class A fire-rated and waterproof.

• Pipe insulation must match existing type and temperature rating.

• One-year warranty required for workmanship, materials, color fastness, and stain resistance for various components.

• Commencement: No later than thirty (30) days after notice to proceed.

• Period of Performance: 60 days.

• Location: USCG Air Station Atlantic City, Egg Harbor Township, NJ 08234.

• Site Visit: Strongly encouraged for bidders to verify quantities.

• Designated Contracting Officer's QA Evaluator (QAE) Representative: Jim Smith.

• Safety Requirements: Adherence to OSHA, 29 CFR 1910, and 29 CFR 1926. Provision of safety equipment and SDS required.

• Environmental Protection Requirements: Adherence to EPA, 40 CFR. Notification required for potential permit violations. SDS, permits, and notices of intent to be provided.

• Permits: Contractor is responsible for obtaining all necessary permits.

• Clean Up: All trash and debris to be removed daily; job site left clean and neat.

• Identification of Personnel and Vehicles: Detailed employee list and vehicle identification required prior to commencing work.

• Workmanship: Must be accomplished with best standard practices by experienced personnel.

• Work Outside Regular Hours: Requires written request and approval.

• Upon Completion: Arrange for inspection and acceptance by QAE Representative.

Solicitation / RFP / RFQ

This solicitation is for the removal and replacement of existing drywall, flooring, insulation, carpeting, and vinyl base in specified areas at the USCG Air Station Atlantic City. The procurement is a 100% set-aside for Small Businesses under NAICS code 236220 with a size standard of $45 Million annually. The Government intends to award a Firm-Fixed Price contract.

• Removal and replacement of existing drywall, flooring, insulation, carpeting, and vinyl base.

• Work to be performed in specified areas as detailed in the attached Statement of Work (SOW).

• Contract Type: Firm-Fixed Price.

• Performance Period: To be completed within 60 calendar days after notice to proceed.

• Offerors must complete blocks 14 through 20c of the SF 1442 and pricing before emailing.

• Questions regarding the solicitation must be submitted in writing to the Contracting Specialist via email no later than NOON on May 08, 2026.

• Offers providing less than 60 calendar days for Government acceptance will be rejected.

• 100% Small Business set-aside.

• Potential quoters are strongly encouraged to visit the site.

• Site visits are by request only and must be arranged with James Smith at least three (3) days in advance.

• Visitors must complete a visitor access request form and present valid identification (Real ID or Passport).

• Performance and Payment Bonds are required within 15 calendar days after award.
