Scope of Work
The project includes a Base Bid and an Optional Bid Item (OBI) #1. The contractor will provide all labor, transportation, and supervision for:
- Base Bid: Removal and replacement of existing drywall, insulation, interior painting, various flooring types (carpet tile, ceramic tile, Luxury Vinyl Tile), reflected ceiling tiles, pipe and duct insulation, and kitchenette cabinetry. Work will be performed on the first and second floors.
- Optional Bid Item (OBI) #1: Installation of epoxy flooring in specific hallways and bullpen areas. The facility will provide ceiling tiles, and the contractor must supply portable restrooms.
Contract Details
- Contract Type: Firm-Fixed Price.
- Period of Performance: 120 calendar days after notice to proceed.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5), NAICS code 236220 with a $45 Million size standard.
- Wage Rates: Adherence to Davis-Bacon prevailing wage rates for Atlantic County, NJ, is required.
- Materials: Compliance with Buy American Act for construction materials. Materials must be free from lead, chlorine compounds, mercury, cadmium, PDBEs, phthalates, and PFOAs, and low-VOC products are required. A one-year warranty for all workmanship and materials is mandatory.
- Bonds: Performance and Payment Bonds are required within 15 calendar days after award.
Submission & Evaluation
- Submission Deadline: May 19, 2026, at 3:00 PM ET.
- Submission Method: Submit the SF-1442 with pricing filled into Block 17, along with any company-specific proposal package, via email to Sergio.A.Cosby@uscg.mil.
- Questions Deadline: May 12, 2026, by Noon ET, submitted in writing to the Contracting Specialist.
- Evaluation: Award will be made to the Lowest Price Technically Acceptable (LPTA) offer, based on Technical Capability and Price (FAR 52.212-2). Offers providing less than 60 calendar days for Government acceptance will be rejected.
