Scope of Work

The core requirement is the complete modernization of hydraulic and traction elevators, including related systems. Existing components like counterweights, guide rails, and car frames are to be cleaned, inspected, and reused where applicable, with hoistway entrance frames refinished or replaced. The contractor is responsible for coordination with Fire Alarm, Electrical, Mechanical, Plumbing, and Low Voltage/Technology Systems, as well as rigging, demolition, and disposal of existing components. All work must adhere to VA Master Specifications (Divisions 01, 07, 09, 14), ASME A17.1-A18.1 (2022), NFPA, IBC, and VA Seismic Design Handbook H-18-8, ensuring fully functional, code-compliant, and non-proprietary elevator systems.

Contract Details

This is a Firm-Fixed-Price (FFP) contract with 101 distinct Contract Line Item Numbers (CLINs), each representing a project site. The period of performance begins upon award for all CLINs. Payments are milestone-based, with percentages allocated for bonds (up to 3%), submittals/design (5%), equipment ordered (12%), mobilization/demolition (32%), and installation complete/final acceptance (50%). Milestone 3 is considered a commercial advance payment, limited to 15% of the total contract price.

Submission & Evaluation

The acquisition follows a two-step sealed bidding process:

  • Step One: Offerors must submit technical proposals by May 22, 2026, at 14:00 EDT. These proposals will be evaluated for Acceptability based on Qualifications, Project Experience, and Past Performance. Pricing is not evaluated in Step One.
  • Step Two: Only offerors with acceptable technical proposals will be invited to submit pricing bids. Awards will be made to the lowest responsive bidder for each CLIN.
  • Eligibility/Set-Aside:
    • CLINs 0001-0013 are set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only. Offerors must be SBA certified and listed in the SBA database. These CLINs also have specific limitations on subcontracting (max 75% to non-SDVOSB/VOSB for special trade construction).
    • CLINs 0014-0101 are unrestricted, full and open competition. Large businesses must submit a Small Business Subcontracting Plan within 7 calendar days of award. Offerors may bid on one, some, or all eligible CLINs. Payment and Performance Bonds will be required upon award.
