Opportunity Overview
This Invitation for Bids (IFB) seeks complete turnkey elevator modernization work at various VA medical centers and facilities across the nation. The acquisition anticipates multiple awards, with 101 distinct Contract Line Items (CLINs), each representing a specific project site. The goal is to ensure fully functional, code-compliant, and non-proprietary elevator systems.
Scope of Work
The contractor will furnish all labor, materials, equipment, tools, transportation, supervision, and services required for modernization. This includes new geared/gearless machines, hydraulic pumps, motors, valves, and related systems for both traction and hydraulic elevators. Components such as stopping devices, operating panels, hall fixtures, car position indicators, and communication systems are to be provided. Existing counterweights, buffers, guide rails, and car frames will be cleaned and reused where applicable, while certain hoistway doors will be replaced. Integration with Fire Alarm, Electrical, Mechanical, Plumbing, and Low Voltage systems is required. All work must adhere to VA Master Specifications, ASME A17.1, NFPA, IBC, and VA Barrier Free Design standards. Non-proprietary control systems are mandatory, allowing third-party maintenance access.

Eligibility & Set-Asides

- CLINs 0014-0101: Unrestricted, full and open competition. Large businesses must submit a Small Business Subcontracting Plan within 7 calendar days of award. Offerors may bid on one, some, or all eligible CLINs.
Submission & Evaluation
This is a two-step sealed bidding process:
- Step One (Technical Proposal): Due May 20, 2026, at 2:00 PM EDT, via email. Proposals will be evaluated for Acceptability based on Qualifications, Project Experience, and Past Performance. Pricing is not considered in this step. Offerors must submit as a single corporate entity, and the UEI used must be consistent throughout both steps.
- Step Two (Bid Submission): Only offerors with acceptable technical proposals will be invited to submit bids. Awards will be made to the lowest responsive bidder for each CLIN.
- Licensing: Offerors must possess a state-issued elevator contractor license/certification. A licensed General Contractor may submit if they hold a GC license in the relevant state(s) and subcontract elevator-specific work to qualified, licensed elevator subcontractors.
- Technical Questions Cut-off: May 13, 2026, at 2:00 PM EDT.
- Site Visits: Will be scheduled after acceptable technical proposals are submitted in Step One.
