J065--Software Evolution Services for Philips Equipment

Sources Sought Announcement

This is a Sources Sought Announcement, not a solicitation. Its purpose is to gather market information to aid in the government's decision-making process for procuring Software Evolution Services (SES) for Philips medical equipment at the VA Sierra Nevada Health Care System (VASNHCS). The government is not obligated to purchase any services based on this announcement and will not reimburse costs associated with responding.

The contractor will be responsible for providing all labor, parts, materials, travel, and shipping for Software Evolution Services on Philips Central Monitoring, Telemetry, and Patient Monitoring equipment. This includes software repairs and providing loaner devices.

• Personnel: At least one primary and one backup employee with current Original Equipment Manufacturer (OEM) Training Certification on the covered equipment. All staff must have a minimum of two years of experience maintaining the equipment.
• Support: Next-Day On-Site support by contractor staff is required.
• Compliance: Equipment must function in conformance with FDA Requirements and NFPA 99. Repairs must adhere to manufacturer standards.
• Deliverables: Software licensing entitlement updates, a contractor-provided web-based application for inventory and statistical data, Microsoft OS patching, mirrored testing environments, 24/7 customer support, online/resident training, annual system reports, clinical implementation services, and advanced technology services.
• Operational: 24-hour coverage (Monday-Friday, excluding holidays), with a two-hour phone response time and 24-hour on-site response if needed.
• Security: Personnel must adhere to strict security protocols due to the presence of Protected Health Information (PHI)/Personally Identifiable Information (PII) on the equipment. Background checks and escorts may be required.

Interested businesses should submit a capabilities statement via email to larry.facio@va.gov by December 30, 2025, 1:00 PM Pacific Time. The statement should include:

• Company Name, Address, and Contact Information
• Socio-Economic status (Small/Large Business, HUBZone, SDVOSB, 8(a), etc.) related to NAICS Code 541519 (150 Employees).
• Summary of services performed and experience with Philips SES on specified equipment.
• UEI Number.
• Participation in VA national contracts or GSA.
• Sub-contracting intentions.
• Additional comments.

This requirement has been determined to be set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns. Respondents must be registered and verified in VA's Vendor Information Pages (VIP) database to be eligible for award if a solicitation is issued as a set-aside.
