Submission & Evaluation
Proposals must be submitted in two volumes: Volume One (Price) and Volume Two (Technical). The evaluation will follow a Lowest Price Technically Acceptable (LPTA) source selection process, with the award going to the responsible Offeror whose proposal is the lowest-priced and technically acceptable.
