This solicitation is for the procurement of medical cylinders and gases for the Valley Coastal Bend Veterans Affairs Health Care System (VCBVHCS) and its clinics. This is a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four option years.

• Provision of medical gases and medical gas cylinder rentals.

• Emergency delivery services.

• Maintenance and testing of contractor-owned cylinders.

• Compliance with Federal, state, and local regulations, including FDA, DOT, and CGA standards.

• Specific product specifications for medical gases, including adherence to USP, National Formulary, and Federal Specification BB-C-101D.

• Delivery within five (5) business days for contractor-owned cylinders and ten (10) business days for government-owned cylinders.

• Provision of a technician with a DOT-approved vehicle for transport.

• Maintenance of 100% accountability for all medical gas cylinders in the contractor's possession.

• Contract Type: Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: Base Year (May 31, 2026 – May 30, 2027) plus four (4) one-year option periods (through May 30, 2031).

• Estimated Value: Minimum guarantee of $250.00; maximum not to exceed $150,000.00.

• NAICS Code: 325120 (Industrial Gas Manufacturing).

• Proposals must be submitted by the Due Date/Time specified in Block 8 of SF 1449.

• Offers must be submitted in two volumes: Volume One (Price) and Volume Two (Technical).

• Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) source selection process.

• Award will be made to the responsible Offeror whose proposal is the lowest-priced, technically acceptable offer.

• Key submission requirements include completing SF 1449, VAAR 852.219-76, FAR 52.219-1, FAR 52.225-2, FAR 52.225-8, and Attachment D.1 (Gases and Cylinder Price List).

• Technical questions are due by May 1, 2026, 12:00 PM CDT.

• This requirement is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) entities.

• Offerors must be verified/registered in SAM and SDVOSB Certified by the Small Business Administration (SBA) at the time of offer submission.

• The government will not pay any costs incurred in preparation and submission of offers.

• Past performance will be reviewed as part of the Contracting Officer's responsibility determination prior to contract award, but is not a separate evaluation factor.
