Scope of Work
The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary for construction security surveillance services. These services are crucial for the successful design, build, and accreditation of SCIFs, Secure Work Areas (SWAs), and Special Access Program Facilities (SAPFs) in compliance with Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies. Services include physical site security, access control, secure shipping and storage of materials, and monitoring of construction activities.
Key Requirements & Clearances
Offerors must possess a Top Secret Facility Clearance. Key personnel, including Site Security Managers (SSMs), Construction Surveillance Technicians (CSTs), and Acoustic Engineers (AEs), require Top Secret (TS) clearances, while Cleared American Guards (CAGs) require a minimum Secret clearance. The Government will not sponsor new investigations or facility clearance upgrades. The contractor is responsible for providing the Access Control Facility (ACF) and Secure Storage Area (SSA). Compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) requirements is also mandatory.
Contract Details & Timeline
This is an FFP IDIQ contract with a base year (01 September 2026 - 31 August 2027) and four option years, extending the period of performance through 31 August 2031. The place of performance is Misawa Air Base, Japan (OCONUS).
Evaluation & Submission
Proposals will be evaluated on a Best Value basis, where Technical Capability and Past Performance are of equal importance to Price. This is not a Lowest Price Technically Acceptable (LPTA) award. Offerors must be registered in the System for Award Management (SAM) by the proposal due date. Submissions must include a Technical Proposal, Past Performance Proposal, and Price Proposal, utilizing the provided Personnel and Equipment Price Lists.
