Quick Summary
The Department of the Air Force, 35 CONS PK, is soliciting proposals for Misawa Information Monitoring and Protection Services (IMPS) at Misawa Air Base, Japan. This Unrestricted opportunity seeks a contractor to provide comprehensive security services for the design, build, and accreditation of Sensitive Compartmented Information Facilities (SCIFs), Secure Work Areas (SWAs), and Special Access Program Facilities (SAPFs). The deadline for offers is Wednesday, April 8, 2026, at 1000 JST (UTC+9).
Scope of Work
The contractor will provide nonpersonal services encompassing physical, personnel, technical, administrative, and procedural security. This includes construction security program management, mobilization, demobilization, closeout, and interface with Access Control Facilities (ACF) and Secure Storage Areas (SSA). Key personnel required are Site Security Managers (SSMs), Construction Surveillance Technicians (CSTs), Acoustic Engineers (AE), and Cleared American Guards (CAGs). The contractor is responsible for providing all necessary equipment, including US-manufactured X-ray machines, Non-Linear Junction Detectors (NLJD), metal detectors, badging systems, communication systems, and sound testing equipment. Compliance with Intelligence Community Directive (ICD) 705 and DoD policies is mandatory.
Contract Details
This is a Firm Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The period of performance includes a base year (September 1, 2026 - August 31, 2027) and four option years, extending through August 31, 2031, with an additional FAR 52.217-8 option to extend services until February 29, 2032. The place of performance is Misawa Air Base, Japan. This is an Unrestricted acquisition.
Security & Eligibility
Bidders must possess a Top Secret (TS) Facility Clearance. Personnel require U.S. Top Secret clearances for SSM, CST, and AE roles, and a minimum of Secret clearance for CAGs. The U.S. Government will not sponsor new investigations or facility clearance upgrades. The DD Form 254, Contract Security Classification Specification, outlines specific security requirements.
Submission & Evaluation
Proposals are due Wednesday, April 8, 2026, at 1000 JST (UTC+9). Evaluation will be based on best value, with Technical Capability and Past Performance being of equal importance to Price. The Total Evaluated Price (TEP) will be calculated from submitted personnel and equipment price lists. Offerors must submit resumes for at least one SSM and one CST, and be registered in SAM. Electronic submission is required.
Key Clarifications
This is a new requirement with no incumbent. The contractor is responsible for providing the Access Control Facility (ACF) and Secure Storage Area (SSA); the government will not provide existing facilities. The proposal deadline was extended from April 1, 2026, to April 8, 2026, to allow vendors more time after Q&A responses.
