Scope of Work
The contractor will provide instruction for the following courses at Cannon AFB, NM:
- Basic RiderCourse (BRC eP1x11) (Estimated Amount: 30 students)
- Basic RiderCourse2 (BRC2) – Skills Practice (Estimated Amount: 40 students)
- Advanced RiderCourse (ARC) – Skills Practice (Estimated Amount: 40 students)
Key responsibilities include maintaining active and valid Cannon MSF Rider Education Recognition Program (RERP) status, ensuring all instructors possess appropriate MSF certifications, and supplying necessary equipment, including motorcycles for BRC eP1x11. Performance standards include a maximum 12 students per riding exercise (6:1 participant/trainer ratio), monthly reporting, and scheduling courses 60 days in advance during the riding season (March through November).

Submission & Evaluation
Offerors must submit signed and dated offers via email to the listed Points of Contact. Required documents include a Quotation/Proposal conforming to Attachment 1 (PWS), a completed Pricing Worksheet (Attachment 2), a completed Offeror Information & Certification (Attachment 3), and a completed Conflict of Interest Statement (Attachment 4). Offerors must be registered in the System for Award Management (SAM).
Proposals will be evaluated on:

- Price: Total Evaluated Price (TEP) Calculation (Weighted Pricing) and Balanced Pricing Evaluation.
