Scope of Work
The requirement is to provide competent and experienced master instructors for DoD-mandated Motorcycle Safety Foundation® (MSF) training. This includes management, personnel, equipment, supplies, transportation, tools, materials, and supervision for courses such as:
- Basic Rider Course eP1x11
- Basic RiderCourse2 (BRC2) – Skills Practice
- Advance RiderCourse (ARC) – Skills Practice Training is for all US DoD personnel at Cannon AFB, NM. Instructors must possess appropriate MSF certifications and maintain active Cannon MSF Rider Education Recognition Program (RERP).
Contract Details
- Contract Type: Firm-Fixed-Unit-Price.
- Period of Performance: Base Year (May 2026 - April 2027) with four Option Years, extending through April 2031.
- Place of Performance: Cannon AFB, NM 88103.
- Guaranteed Minimums: 1 student for each CLIN (Basic RiderCourse, BRC2, ARC).
- NAICS Code: 611692, Automobile Driving Schools, with a $10.0M size standard.
Submission & Evaluation
- Response Deadline: May 15, 2026, by 3:00 PM, Mountain Time.
- Questions Deadline: April 28, 2026, by 12:00 PM, Mountain Time.
- Submission: Signed and dated offers via email to the listed Points of Contact.
- Required Documents: Quotation/Proposal (conforming to Attachment 1 PWS), completed Pricing Worksheet (Attachment 2), completed Offeror Information & Certification (Attachment 3), and completed Conflict of Interest Statement (Attachment 4).
- Evaluation Factors: Technical (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable), and Price (Total Evaluated Price - TEP, weighted).
- Award: To the responsible Offeror whose offer is most advantageous, considering price and other factors.
- Eligibility: Offerors must be registered in the System for Award Management (SAM) at the time of submission.
Additional Notes
Funds are not presently available, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation. Offerors must hold prices firm for 60 calendar days from the response deadline. Provisions and clauses are incorporated by reference (Attachment 5).
