This is a presolicitation notice for the replacement of the SCADA Uninterruptible Power Supply (UPS) at the Glen Canyon Dam facility. The work involves demolishing and removing the existing SCADA UPS system and associated components, and installing a new SCADA UPS system with all necessary components, conduit, and conductors.

• Demolition and removal of existing SCADA UPS system and associated components.

• Installation of a new SCADA UPS system.

• Performance of all electrical modifications, terminations, labeling, testing, commissioning, and cutover to minimize downtime.

• Provision of shop drawings, submittals, factory/start-up support, and training for operations staff.

• Delivery of acceptance testing, as-built documentation, O&M manuals, and warranty support.

• The UPS must be a brand name or equal: Schneider Electric 480V UPS with External-Battery.

• Specific technical requirements for system capacity, AC power input, voltage range, Total Harmonic Current Distortion (THD), battery capacity, AC power output, short circuit rating, bolt and lug size, external battery bank, enclosure (NEMA 1 or better), communications (Modbus TCP/IP or DNP3, alarm inputs/outputs, serial), swappable power modules, draw-out assemblies, voltage regulation, equipment nameplates, surge protection (VPR, SCCR), and visual status indicators.

• Contract Type: Firm-Fixed-Price

• Period of Performance: 545 days from Notice to Proceed (NTP)

• Magnitude of Construction: Between $1,000,000 and $5,000,000

• Wage Determination: Construction Wage Rate Requirements (Davis-Bacon) will apply.

• Bonds: Performance and Payment Bonds are required.

• This notice is not a request for proposals; the complete solicitation will be posted on SAM.gov.

This document is a Sources Sought Notice for the GCFD POWERPLANT UPS (SCADA EACCS) project. The Bureau of Reclamation is conducting market research to identify qualified businesses capable of performing the following work: purchasing and installing a new Uninterruptible Power Supply (UPS) and associated components for an existing SCADA system, removing and disposing of the existing UPS and components, removing and providing new conduit and conductors as needed, and performing all associated electrical work, integration, and testing. The work must comply with Bureau of Reclamation standards and applicable federal, state, and local codes. The UPS will be solicited as brand name or equal.

This notice is for market research purposes only and does not constitute a solicitation. It aims to identify potential contractors for a project involving UPS installation and SCADA system integration. Interested parties are requested to submit a response including company information, business size, UEI number, a capability statement demonstrating relevant experience (UPS installation, SCADA integration, electrical equipment removal/disposal, similar size projects), bonding capacity, and past performance details. Responses are limited to 3 pages and must be submitted via email by January 28, 2025, 9:30 am Eastern. No reimbursement will be made for costs associated with responding to this notice.
